Rebecca Costigan
Current Position
Environmental Compliance Assistance Specialist: assisting small business and local
governments to understand Texas environmental rules and regulations.
Prior Experience and Education
Becky obtained a Bachelor’s of Science from Santa Clara University in 2010. Previously,
she worked at an environmental consulting company conducting environmental
assessments in Texas, New Mexico, and Louisiana. She also volunteered with
AmeriCorps establishing STEM curriculum for various after-school programs
throughout the Houston area. She started working for the TCEQ Small Business and
Local Government Assistance Section in 2013 with the goal to provide regulatory
guidance to the public.

Lori Palmer
Current Position
Lori works as an Environmental Compliance Specialist for the Small Business and Local
Government Assistance Program in the Beaumont region.
Prior Experience and Education
Lori holds a Bachelor of Science in Environmental Science from Lamar University in Beaumont,
TX. She began working with the TCEQ’s Small Business and Local Government Assistance
program in 2007.
